INVITATION TO 2018 TENDER

1. INTRODUCTION
The National Centre for Petroleum Research and Development (NCPRD) an agency of the Energy Commission of Nigeria (ECN) invites interested and reputable Companies to apply for the Tender of the various projects of the Centre for the 2018 fiscal year.

2.          SCOPE

  • Lot 1: Renovation/Completion of NCPRD Administrative Building, Bauchi
  • Lot 2 : Research and Development on Petroleum Potentials of the North-East Nigeria
  • Lot 3: Assessment of Geothermal Energy Resources of the Central Benue Trough/Workshop, Nigeria  - phase I
  • Lot 4: Development/Establishment of Solar PV Street Lights in North East/North Central, Nigeria.
  • Lot 5 : Development of Integrated Modular Refinery
  • Lot 6 : Procurement of project monitoring vehicles
  • Lot 7: Construction of Solar Lights at various communities in South east
  • Lot 8: Construction of Solar Borehole at various communities in South east
  • Lot 9: Construction of Solar Street Lights at various communities in Enugu State
  • Lot 10: Training of youth on installation and repairs of solar powered street light in Mikang/Quanpan/Shendan Federal Constituency, Plateau State
  • Lot 11: Construction of Solar Lights at various communities in Northeast

3.          TENDER REQUIREMENTS

  • Evidence of Certificate of Incorporation with the Corporate Affairs Commission (CAC) including Forms CAC2 and CAC7; 
  • Evidence of Company’s Income’s Tax Clearance Certificate for the last three (3) years valid till 31st December, 2018; with minimum average turnover of (Nxxx) million;
  • Evidence of current Pension Compliance Certificate valid till 31st December, 2018;
  • Evidence of current Industrial Training Fund (ITF) Compliance Certificate valid till 31st December, 2018;
  • Evidence of current Nigeria Social Insurance Trust Fund (NSITF) Compliance Certificate valid till 31st December, 2018;
  • Evidence of Registration on the National Database of Federal Contractors, Consultants and Service Providers by submission of Interim Registration Report (IRR) expiring on 1/1/2019 or valid Certificate issued by BPP.
  • Sworn Affidavit disclosing whether or not any officer of the relevant committees of the National Centre for Petroleum Research and Development or the Bureau of Public Procurement is a former or present Director, shareholder or has any pecuniary interest in the bidder and to confirm that all information presented in its bid are true and correct in all particulars;
  • Verifiable statement and sworn affidavit on the local content of services to be provided;
  • Company’s Audited Accounts for the last three (3) years - 2015, 2016, 2017;
  • Evidence of financial capability to execute the project by submission of Reference Letter from a reputable commercial bank indicating willingness to provide credit facility for the execution of the project when needed;
  • Company Profile with the Curriculum Vitae of Key Staff to be deployed for the project, including copies of their Academic/Professional qualifications (in case of construction: COREN, QSRBN, ARCON, CORBON etc.);
  • Verifiable documentary evidence of at least three (3) similar jobs executed in the last five (5) years including Letters of Awards, Valuation Certificates, Job Completion Certificates and Photographs of the projects;
  • List of Plants/Equipment with proof of Ownership/Lease (where applicable);
  • only companies included in the National Automotive Design and Development Council’s approved list of local manufacturers of vehicles or their authorised representatives should bid for Lot 6;
  • All documents for submission must be transmitted with a Covering/Forwarding letter under the Company/Firm’s Letter Head Paper bearing amongst others, the Registration Number (RC)  as issued by the Corporate Affairs Commission (CAC), Contact Address, Telephone Number (preferably GSM No.), and e-mail address. The Letterhead Paper must bear the Names and Nationalities of the Directors of the Company at the bottom of the page, duly signed by the authorised officer of the firm;
  • Photocopy of  Mandatory Conformity Assessment Programme (MANCAP) Certificate;

4.          COLLECTION AND SUBMISSION OF TENDER DOCUMENT

  • Interested contractors are to pay a non-refundable tender fee of N10, 000.00 per Lot paid into the National Centre for Petroleum Research and Development’s remita’s account in any reputable Commercial Bank in Nigeria and forward the teller to the Finance Office of the NCPRD to collect receipt and tender documents. Consultants are not expected to pay at this stage until after shortlisting.
  • One copy of the technical bid and three copies (original plus two duplicates) of the financial bid should be enveloped separately and marked either technical or financial accordingly then sealed in a larger envelope marked CONFIDENTIAL with the job (Lot) title at the top left hand corner
  • The documents are to be addressed to the Director, National Centre for Petroleum Research and Development (NCPRD), ATIL Complex, Yelwa Campus ATBU Bauchi, PMB 0248, Bauchi, not later than 12:00 noon on Monday, 10th September, 2018;
  • The technical bids will be opened the same day at  12:00 noon on Monday, 10th September, 2018 at the Council Chamber, ATBU Yelwa Campus, Bauchi while the financial bids will be opened on Monday, 24th September, 2018 by 11:00 am at the same venue.
  • Any Tender that does not comply with the above provisions shall be disqualified. In addition, the Centre is not bound to accept the 1owest of any tender

NB: This advertisement of INVITATION TO TENDER shall not be construed to be a commitment on the part of the Centre to award any form of contract to any respondent nor shall it entitle any Company submitting documents to claim any indemnity from the Centre.

About NCPRD

NCPRD Pic

The National Centre for Petroleum Research and Development (NCPRD) is one of the three energy research centres established by the Federal Government of Nigeria at the instance of the Energy commission of Nigeria (ECN) on 28'' July, 2008 with the mandate to organize all aspects of research and development in fossil fuel power generation. The Centre is located in the Abubakar Tafawa Balewa University Bauchi and is being funded presently by the Federal Ministry of Science and Technology through the Energy Commission of Nigeria (ECN).

The Administrative structure of the Centre consists of a Governing Board, Technical Advisor Committee, Director, an Administrative Secretary and a Finance Officer. The Director is the Chief Research/Academic/Administrative, as well as the Accounting Officer of the Centre. The Vice Chancellor of the Abubakar Tafawa Balewa University Bauchi is the Chairman of the Governing Board.
